East Access to Montevideo: What Is Changing at the City's Entrance

Four road projects aim to ease traffic between Carrasco, the airport and Canelones. What is known, what is not, and what to consider if you live or plan to buy in the area.
Four critical points
On 7 August 2026, Uruguay's Ministry of Transport and Public Works (MTOP) announced the start of a works plan on the East Access to Montevideo. It targets congestion, connectivity and road safety at four points of the road network: the intersection of Routes 101 and 102, the intersection of Av. de las Américas and Route 101, a new roundabout on Av. Calcagno, and the crossing of Av. de las Américas and Av. Racine.
According to MTOP, the goals are to significantly cut travel times, reorganise traffic with auxiliary lanes and separated flows, and improve road safety, with special attention to vulnerable users. Federico Magnone, MTOP's national director of roads, summed it up on 10 August 2026 as ‘relieving an area that currently has high levels of congestion’ (our translation).

What is being built at each point
Routes 101 and 102: a wider roadway, new approach lanes on both routes, pedestrian crossings and updated traffic lights, which MTOP's Intelligent Traffic Systems Centre will monitor.
Av. de las Américas and Route 101: an overpass that will connect both roads at an elevated level. The existing roundabout will keep operating below.
Av. Calcagno: a new roundabout connecting the avenue and Route 101's service roads with the existing airport roundabout.
Av. de las Américas and Av. Racine: according to MTOP's description, an overpass above Av. Racine. Below it, a roundabout and lateral service roads, plus a pedestrian crossing linking both sides of Parque Roosevelt.

Timeline, contractors and investment
MTOP estimates about 26 months for all the works, carried out by Grupo Perimetral Este, made up of Grinor, Molinsur and Serviam. The estimated investment for the first stage is US$74 million, maintenance included. Work at Routes 101 and 102 and on Av. Calcagno had already begun at the time of the announcement, lasting four and eight months respectively.
On 17 September 2026, MTOP reported 40% progress at the Routes 101 and 102 crossing, 30% at Calcagno and 5% on the Av. de las Américas–Route 101 overpass. On Av. Racine, tree removal is under way for now; the agency said it will plant two trees for each one removed. The same day, it reported that the first traffic detour remains in place through December.
To keep traffic moving, alternate paths are being built so that two lanes in each direction stay open. Detours are announced by the traffic police, the Canelones local government, MTOP and variable-message signs; according to Magnone, MTOP coordinates the notices with the Canelones and Montevideo local governments.

Our take at Blk. Realty: what it means if you live or invest in the area
This section is Blk. Realty's own analysis, not official data: no source speaks about effects on property values, and we will not make up figures or promise appreciation.
What it is reasonable to think is that these works could bring the residential neighbourhoods east of Montevideo ‘closer’ to the city. If access becomes smoother and travel time drops, areas that for years felt ‘far away’ to many Uruguayans, such as the gated communities along Camino de los Horneros in Canelones, could come to be seen as a closer option for living and working in the city. In that scenario, it is reasonable to think that demand for gated communities, which offer a unique lifestyle, could benefit.
These are hypotheses, and they depend on the works being completed as announced. Until then, expect detours and disruption. And how an overpass will change the landscape next to Parque Roosevelt remains an open question that only time will answer.
If you are considering a purchase or an investment in the area, we suggest driving the route at different times of day, checking the status of detours before you decide, and judging each property on its own merits. We are glad to help with that evaluation.
